According to Wikipedia, “It stretches from the outer limit of the territorial sea (22,224 kilometers or 12 nautical miles from the baseline) out to 370.4 kilometers (or 200 nautical miles) from the coast of the state in question.”
In other words, EEZ does not include territorial waters.

The EEZ data comes from standard global datasets under the UNCLOS framework, like the VLIZ Maritime Boundaries Geodatabase. The EEZ is legally defined as starting beyond the territorial sea (0-12 nm) out to 200 nm,
