This list ranks empires by their total population. According to Wikipedia, the Achaemenid Empire had an estimated population of 17 to 35 million (https://en.wikipedia.org/wiki/Achaemenid_Empire). For comparison, the Qing Dynasty had about 426 million people (https://en.wikipedia.org/wiki/Qing_dynasty).
