Net Neutrality Index: What Do Americans Do Online?

Changes to net neutrality are believed to potentially impact certain types of high-bandwidth, high-visibility behaviors. This map combines those types of behaviors into a single index to illustrate where potential changes to Net Neutrality might have their greatest impact on existing behaviors. Darker colors indicate areas where potential impact is lower, while lighter areas indicate areas where potential impact is higher.

The index score created for this map is based on 14 different variables from Esri’s Market Potential data. Each variable used in this calculation can be explored in the following sections. An index value of 100 represents the national impact average. A value of 110 indicates an area is 10% more likely than the national average to be impacted by changes in Net Neutrality.
