If you look at where Brussels is on a map of Western Europe, you begin to understand why it became what it did. It lies almost exactly between Paris and Amsterdam and is roughly equidistant from London and Cologne. It lies on the old cultural boundary between the French- and Dutch-speaking worlds. The EU did not choose Brussels as its capital by accident. Geography made that argument before any politicians did.
