Those in the darkest red are highest (at least $5,000) above the national average, with lighter shades of red for three categories of states with lesser per-capita debts, but still above the national average. Blier indicates states with per-capita debts below the national average, in tow color categories: light (up to $1,000) and dark (more than $1,000).
