The World’s Biggest Governments, Mapped

In the ruins of Uruk, in what’s now southern Iraq, archaeologists have pulled thousands of small clay tablets out of the ground, dated to around 3100 BCE. Most hold grain counts and labor rosters rather than stories, the oldest paperwork on record, and some of the earliest evidence of organized government. For a few thousand years after that, the job stayed narrow: collect something, defend something, build the occasional wall. It didn’t really expand until the 1880s, when Germany built the first modern social insurance system, then grew fast through the 20th century as the Depression and two world wars pushed states to take on far more.

That expansion never landed evenly. A new ranking of government expenditure as a share of GDP, built from IMF data across 151 countries, shows just how unevenly. At the very top: Kiribati, a scatter of 33 islands across a stretch of Pacific ocean bigger than India, where public spending equals 98% of the entire economy. No other country comes close.

Small Pacific and Caribbean nations like Kiribati, the Marshall Islands, and Micronesia lean hard on foreign aid, and once that money passes through a government budget, it swamps everything else in a tiny domestic economy. The government isn’t bloated. The economy underneath it is just small. Europe’s cluster (Finland, France, Belgium, Austria, and Germany, all between 49 and 58%) comes from somewhere else entirely: a century of deliberate policy, universal healthcare, pensions generous enough to actually retire on, funded through taxes on a large domestic economy. Ukraine, in third place at 71%, fits neither pattern. Its number is a wartime economy: heavy defense and reconstruction spending stacked on a GDP that’s been shrinking since 2022. The United States, for comparison, spends 38% of GDP through government, well under the European cluster despite its small-government reputation.
